Transport tariff

Tariff for persons and luggage
in the Transport GZM urban transport
 Art. 1

1. This Tariff defines the Price List and the rules of using Transport GZM urban transport.

2. The terms used herein shall be construed as follows:

1) mobile application — software installed on the user's device (e.g. smartphone) that enables the purchase of Transport GZM tickets. An up-to-date list of applications shall be published on the ZTM website.

2) Price List — the price list for Transport GZM tickets and fares.

3) GZM — Metropolis GZM.

4) user identifier — a card that unambiguously identifies a user's account in the Transport GZM system (i.e. a Silesian Public Services Card [ŚKUP], a Metrocard or a payment card linked to an account in the Transport GZM system).

4a) payment card - NFC contactless card or a surrogate of such a card (e.g. virtual EMV card in a phone, watch, etc.).

5) ticket punch — a device installed in vehicles to mark paper tickets or to enable journey registration, e-ticket purchases or fare collection.

6) Vehicle QR code — a sticker with a graphic code and an assigned number, placed on Transport GZM vehicles, which enables the purchase of tickets and payment of fares using mobile applications.

7) Transport GZM — urban transport organised by GZM and operated on its behalf by the metropolitan budgetary unit ZTM.

8) inspector — a person who is authorised by the ZTM to inspect transport documents and holds a relevant ID card; this includes Transport GZM vehicle drivers.

9) KŚ [Silesian Railways] — Koleje Śląskie Sp. z o.o.

10) Metrorower [Metrobike] — metropolitan bicycle system.

11) MZK Jastrzębie — Inter-municipal Transport Association with its registered office in Jastrzębie-Zdrój.

12) user number — a unique number in the Transport GZM system (i.e. customer's account ID, PESEL number, phone number), which, together with the authorisation PIN, allows an unambiguous identification of a personal account in the Transport GZM system.

13) travel — travelling a given distance using Transport GZM (including one or several journeys, with the possibility of a change).

14) Start/Stop Travel — electronic fare for time-based tariff journey, available in the Transport GZM mobile application and at selected ticket punches.

15) POLREGIO — POLREGIO S.A.

16) PSP — Passenger Service Point.

17) journey — a single journey on a given transport line, aboard a single transport vehicle of Transport GZM.

18) point of sale — a commercial establishment (e.g. newsstand, shop) selling paper tickets or enabling the purchase of electronic tickets in the Transport GZM system, or distributing Metrocards.

19) Transport GZM system — the Transport GZM urban fare collection system, including the Transport GZM mobile application, transportgzm.pl portal, ticket punches on vehicles, points of sale, PSPs and ticket machines.

20) ZTM — Metropolitan Transport Authority.

21) Verified personal account — a personal account containing the data of the owner, including a photograph and PESEL number, for which the owner's identity has been confirmed. Confirmation takes place, e.g., at a PSP or during a ticket check in Transport GZM and requires presenting an identity document. Identity confirmation is also required whenever the User changes their details in the mobile application or at the transportgzm.pl portal.

I. Rules of using the Transport GZM urban transport
Art. 2

1. Subject to Art. 9(1), passengers may travel by Transport GZM only based on:

1) valid paper tickets,

2) valid electronic tickets purchased in the Transport GZM system or mobile applications or purchased using a payment card,

3) electronic fare payment,

4) valid paper or electronic tickets as specified in Sec. 4,

5) valid documents or vouchers referred to in Art. 11(9)(c).

2. Subject to Art. 3(5) and (6), valid tickets are deemed to be tickets specified in the Price List, whose validity period has already begun and has not expired, whose price — appropriate for the journey — is in accordance with the Price List, and which have been punched correctly, i.e. with a legible date and time marked by the punch on the paper ticket, and for electronic tickets — tickets which have been purchased or registered on board the vehicle correctly, if the ticket type so requires.

3. The ZTM may issue supplementary tickets that serve solely as an excess fare for single-use/short-term paper tickets and "Daily" tickets.

4. In addition to the tickets specified in this Tariff, passengers may also travel on Transport GZM based on:

1) "MAX TICKET Tariff" tickets issued by KŚ,

2) tickets issued by KŚ or POLREGIO, as listed in Sec. 1 of Appendix 1 hereto,

3) "M1", "M2" and "MS" tickets issued by MZK Jastrzębie.

The detailed terms and conditions of using the tickets listed in Sec. 4 are defined in the transport tariffs of a given issuer, except that Transport GZM regulations on ticket checks, additional fees, carriage of items and animals, including the "Regulations on persons and luggage transport in Transport GZM", shall apply aboard all Transport GZM vehicles.

Art. 3

1. The following tariffs shall apply in Transport GZM, with their details specified in the Price List:

1) zone tariff — in which the fare depends on the number of zones (municipalities) crossed,

2) time-based tariff — in which the fare depends on the travel time reflected in the timetable.

2. In the case of a zone tariff, a zone is crossed after passing a zone stop. A zone stop (marked with the word "STREFA" ["ZONE"]) is the vehicle's last stop within a given municipality before crossing its administrative border, subject to the so-called zone and tariff exceptions, as defined pursuant to Art. 10(3). For express lines, where buses do not come to a halt at every stop, the zone stop shall be the final stop within the boundaries of the given municipality. Where this is the case, such a stop does not have to be marked with the word "STREFA" ["ZONE"].

3. The following types of tickets shall be established, with their scope detailed in Art. 11:

1) single-use/short-term tickets issued in paper and electronic form:

a) "20-minute" ticket,

b) "40-minute" ticket,

c) "90-minute" ticket,

d) "Group" ticket,

2) electronic fares for time-based tariff journeys as part of the "Start/Stop Travel" option,

3) package tickets issued in electronic form:

(a) "Package 20",

b) "Package 40",

c) "Package 80",

4) medium-term tickets issued in paper and electronic form:

a) "Daily" ticket,

b) "Metroticket 24h",

5) long-term tickets issued in electronic form:

a) "Metroticket City 30",

b) "City 90" ticket,

c) "Metroticket 2 Cities 30",

d) "2 Cities 90" ticket,

e) "Area Metroticket 30",

f) "Network 7" ticket,

g) "Network 7 Bearer" ticket,

h) "Metroticket Network 30",

i) "Network 30 Bearer",

j) "Network 90" ticket,

k) "Network 180" ticket,

l) "R-1" ticket.

4. An entitlement shall be established for participants of event(s), including cultural, scientific, educational, sports and mass events, hereinafter referred to as "events", the detailed rules of validity, fees and form of distribution of which shall be set out in Art. 11(9).

(5) The following rules for the validity of tickets and fares shall apply:

1) the period of validity of single-use/short-term paper tickets shall commence from:

a) punching in the ticket punch,

b) marking of the ticket by an entitled person, as per Sec. 6(11),

- and shall expire, subject to Sec. 6(11) and (12), after the time indicated on the ticket, except for "90 minute" and "Group" tickets which, when travelling without changing, shall remain valid until the end of the journey;  

2) the period of validity of single-use/short-term electronic tickets shall commence from the time of their purchase and shall expire, subject to Sec. 6(12) and (13), after the time for which the ticket was purchased, except for "90 minute" and "Group" tickets which, when travelling without changing, shall remain valid until the end of the journey;

3) the period of validity of an electronic time-based fare for the "Start/Stop Travel" option shall commence from the moment that vehicle boarding is registered at a ticket punch or in the Transport GZM application, and expire at the moment of exiting the vehicle or otherwise, if no exit is registered, at the expiry of 90 minutes from the registration of vehicle boarding. In the case of a single-vehicle journey, the fare is valid until the end of the respective journey;

4) the period of validity of a "Daily" ticket shall commence from:

a) the date given at the time of its purchase, in the case of an electronic ticket purchased in the Transport GZM system,

b) the moment of its purchase, when using a ticket punch on board the vehicle or the mobile application (except for tickets with a date assigned at the moment of purchase in the Transport GZM application),

c) the moment of punching in the ticket punch, when using a paper ticket,

d) the moment when the paper ticket is marked by an authorised person in accordance with Sec. 6(11),

- and shall always expire at 11:59 p.m. on the day on which its validity began;

5) the period of validity of a "Metroticket 24h" shall commence from:

a) the date and time given at the time of its purchase, in the case of a paper ticket or an electronic ticket purchased in the Transport GZM system,

b) the date and time of its purchase, when using mobile applications (except for tickets with a date and time assigned at the moment of purchase in the Transport GZM application),

- and shall always expire twenty-four hours after the start of its validity;   

6) the period of validity of package tickets shall commence from the date selected at the time of purchase and shall end after 180 consecutive days or once the available limit of journeys has been used up;

7) the period of validity of long-term tickets shall commence from the date selected at the time of purchase and shall expire, subject to item 8, after: 7, 30, 90 or 180 consecutive days, depending on the type of ticket selected;

8) the period of validity of an R-1 annual ticket, as specified in Art. 11(8), shall be the selected calendar year;

9) a single-use/short-term normal ticket punched or purchased for the purpose of using it for two reduced-fare journeys shall be invalid;

10) transferring a punched paper ticket to another person is prohibited.

6. The following rules for the use of tickets and fares shall apply:

1) a passenger commencing the use of a single-use/short-term ticket, a medium-term ticket or a time-based fare under the "Start/Stop Travel" option shall be required to do one of the following immediately after boarding the vehicle:

a) purchase or punch their ticket at the ticket punch (except for tickets with a date and time of ticket commencement assigned at the time of purchase) and keep it for the duration of the journey,

b) purchase a ticket from the vehicle driver (subject to Art. 4(6)-(8)), punch it in the ticket punch and keep it for the duration of the journey,

c) pay the fare electronically,

d) purchase a ticket using a mobile application;

2) electronic payment for the time-based fare under the "Start/Stop Travel" option shall be made according to the rules set out in Sec. 5(3). Vehicle boarding shall be registered by placing the user identifier or payment card on the appropriate ticket punch or by reading the vehicle QR code or entering the QR code number into the Transport GZM application (the user shall be charged for 90 minutes of travel in advance). Vehicle exit shall be registered by placing the same user identifier or payment card on the appropriate ticket punch or by selecting the option of terminating the journey in the application (the system reimburses the difference between the amount collected in advance and the fare for the actual journey);

3) the electronic fare collection for the time-based "Start/Stop Travel" option shall work on the principle of daily aggregation, which means that at the end of the day, all the fares under the time-based "Start/Stop Travel" option that took place within one day and were registered with the given user identifier, payment card or mobile application will be summed up as follows (for the account holder only — this does not apply to fees for accompanying persons):

a) if a change takes place within a maximum of 30 minutes from the time of registering vehicle exit, the travel time aboard the next vehicle will be calculated as a continuation of the time from the previous journey, without including the transfer time. This is conditional on registering the start and end of each part of the journey in each vehicle during the entire journey.

b) if the total fares on a given day at the standard rate would exceed the value of the standard "Daily" ticket or the total fares at the reduced rate would exceed the value of the reduced-fare "Daily" ticket, the system will charge the value of the corresponding "Daily" ticket for the whole day;

4) all persons travelling on a single reduced-fare "Group" ticket must be entitled to reduced-fare journeys;

5) the normal "Daily" ticket entitles the holders, within the scope of its validity, to travel on Transport GZM vehicles on their own, and on Saturdays, Sundays and other public holidays, together with one additional person;

6) a passenger using a medium-term paper "Metroticket 24h" shall be obliged to write their first and last name on it at the time of its purchase;

7) a passenger using a long-term or package ticket shall be required to select the start date of the ticket at the time of its purchase. Further, when using a package ticket for each journey, the passenger shall be required to register each journey in the ticket punch or in the Transport GZM application immediately after boarding the vehicle. A single journey on a package ticket shall not entitle the passenger to make a change, subject to item 12;

8) a passenger using long-term tickets: "Metroticket 2 Cities 30" or "2 Cities 90" may travel within two cities (municipalities) bordering each other, as selected at the time of purchase;

9) Metrotickets entitle passengers, for the period of their validity, to an unlimited number of journeys in a specified area on the GZM Transport network and on KŚ and POLREGIO railway lines in the area of GZM, as well as on the Tarnowskie Góry – Siewierz railway line section (except for trains where a special fare applies and commercial trains). Appendix 2 to this Tariff includes a detailed diagram of the railway network on which Metrotickets are valid. On KŚ and POLREGIO trains, the regulations concerning ticket checks, method of determining additional fees for carriage of passengers, as well as those on items and animals carried and the amount of handling fees and order regulations set by these carriers shall apply; 

10) Valid medium-term and long-term tickets (covering the Sośnicowice commune) entitle you to use journeys organized by the Sośnicowice commune (implemented by the Municipal and Housing Management Plant in Sośnicowice), on lines No. 1 and No. 2. The condition for using an electronic ticket is to present it in the Transport GZM mobile application or to present the user ID along with the paper confirmation of purchase or possession of the given ticket. In the case of using a paper "Day" ticket, the ticket must be validated (beginning of the validity period) on Transport GZM public transport vehicles. Detailed regulations regarding the transport of passengers and the rules for transporting luggage on lines organized by the Sośnicowice commune are specified in separate carrier regulations. 

11) If the validator's fingerprint is missing from the paper ticket after attempting to validate it, or if a validator malfunction is detected in the vehicle, the passenger is required to go to another validator and attempt to validate the ticket again. If all paper ticket validators fail, or if the validator's fingerprint on the paper ticket is illegible, the passenger may, after informing the driver, continue their journey using a paper ticket marked by the driver. If all card payment validators fail, the passenger may continue their journey after informing the driver. If all electronic ticket validators fail, the passenger may, after informing the driver, continue their journey using a ticket or funds in the Transport GZM system.;

12) Passengers holding a valid single-use/short-term ticket or a package ticket may continue travelling within the ticket's validity period (the ticket validity period shall be extended by the time of waiting to change, time of getting to the bus stop to continue travelling or time resulting from a longer route) or under a journey available in a package ticket, on the same or another line running in the same direction, if:
a) the route travelled before road closure (e.g. due to roadworks) has changed (in particular due to the need for a change, a change of the means of transport, a change the location of the stop, or shortening or extending the line);
 b) replacement transport is operating on the route;
 c) there has been a breakdown or damage to the vehicle during the journey;

13) where, due to the vehicle being late or early, the actual duration of the passenger's journey based on the ticket held or the fare paid, as referred to in Art. 3(3)(1) and (2), changes in relation to the duration of the journey specified in the timetable, the time in the timetable for the given line shall be decisive for determining ticket or fare validity;

14) holders of medium- and long-term electronic tickets linked to a personal user account in the Transport GZM system, as well as persons with an entitlement to free travel, as verified in the Transport GZM system, shall be offered 60 minutes of free Metrorower [Metrobike] travel every day during the period of validity of such tickets or entitlements.

Art. 4

1. Sales of single-use/short-term electronic tickets shall take place at selected ticket punches (except for "Group" tickets) or via mobile applications.

2. Sales of medium-term electronic tickets shall take place at the transportgzm.pl portal, at points of sale, at PSPs, at selected ticket machines and via mobile applications; additionally, the "Daily" ticket shall also be sold at selected ticket punches.

3. Long-term and package tickets shall be sold, subject to Sec. 4, at the transportgzm.pl portal, at points of sale, at PSPs, at selected ticket machines and via the Transport GZM app.

4. Detailed rules for the distribution of "R-1" annual tickets shall be defined by the GZM Management Board and by an executive agreement between the ZTM and the operator performing transport on its behalf or otherwise Serwis GZM Sp. z o.o. Tickets may be transferred only to employees, employee family members and pensioners of operators providing transport services commissioned by ZTM or to employees of Serwis GZM Sp. z o.o.

5. Sales of the following paper tickets:

1) single-use/short-term tickets, except for "Group" tickets, shall take place at points of sale, at PSPs, at ticket machines and at the vehicle driver's cab, subject to Sec. 6-8,

2) medium-term and "Group" tickets — shall take place only at ticket machines, except that "Metroticket 24h" shall only be available at selected machines.

6. The vehicle driver shall only sell "90 minute" normal and reduced-fare tickets.

7. Vehicle drivers may only sell tickets during stops.

8. The inability to purchase a ticket from the driver shall not exempt passengers from liability for travelling without a valid ticket.

Art. 5

1. Passengers may travel with an animal or luggage, subject to the terms and conditions specified in the "Regulations on persons and luggage transport in Transport GZM".

2. No additional fees shall be charged for travelling with an animal or luggage.

II. Ticket returns
 Art. 6

1. Holders of long-term or package tickets may refund them in full before the start of their validity period.

2. Upon return of a long-term ticket, subject to Sec. 3, or a package ticket whose validity has already commenced, the amount to be refunded shall be decreased by the amount corresponding to the ticket usage period, per the ticket price specified in the Tariff, and for a package ticket, also taking into account the number of registered journeys. Refunds shall not lead to a circumvention of the regulations on ticket prices.

3. "Network 180" long-term tickets may not be refunded if their validity period has already begun. "Network 180" long-term tickets whose validity period is yet to commence may only be returned at PSPs.

4. Ticket returns, subject to Sec. 3, may be made at PSPs or by passengers themselves via the Transport GZM mobile application, at transportgzm.pl and at ticket machines. Refunds are provided as a credit to the user's account in the Transport GZM system.

5. Detailed rules for ticket refunds shall be specified in an Ordinance of the ZTM Director.

III. Ticket check
 Art. 7

1. The ZTM shall be authorised to carry out transport inspections under Art. 33a of the Act of 15 November 1984 — Transport Law (consolidated text of Dz.U. /Journal of Laws/ of 2024, item 1262).

2. Inspectors may verify whether passengers are travelling with a valid ticket, document or voucher referred to in Art. 11(9)(c) or have paid the fare, or whether they are entitled to free or reduced-fare travel, including for tickets referred to in Art. 2(4), and whether they have the relevant documents. Inspectors may check whether the carriage complies with the "Regulations on persons and luggage transport in Transport GZM".

3. Passengers who do not have a document enabling their identity to be established may confirm their identity based on the data contained in a verified personal account.

4. During a check related to issuing an additional fee form, the passenger shall remain at the place of check or in another place indicated by the inspector until the activities are completed. The ZTM shall not be responsible for any documents left with the inspector.

Art. 8

1. Passengers shall be required to hold and present to the inspector a valid paper or electronic ticket, either normal or reduced-fare one, together with a document entitling them to reduced fares or free travel, and in the case of an electronic ticket, to present their user identifier, payment card, mobile phone or other mobile device with information about the purchased ticket displayed on the screen, or to provide their user number and enter their PIN code for authorisation. Electronic tickets shall only be presented upon request in the mobile app and may only be used via this app. Producing them in any other form, particularly in the form of a photo or a screenshot from the application, shall be tantamount to failure to present a ticket. 

2. The obligation to present a document entitling passengers to free travel or reduced fares shall not apply to passengers who:
1) have a verified personal account in the Transport GZM system with a valid and verified entitlement, as listed in Art. 9(5), and:
a) provide their user number and enter their PIN code for authorisation,
b) present their user identifier,
c) present their Transport GZM application;
2) use the entitlement specified in:
a) Art. 9(1) line 2, 13 or 14,
b) Art. 9(2), line 1. 

3. An additional fee and an appropriate carriage fee, hereinafter referred to as "carrier's fee", shall be charged for travel without a document entitling to free or reduced-fare travel, except in cases described in Sec. 2, or without an appropriate transport document, which shall be construed as travelling:

1) without a valid paper or electronic ticket, or without paying the fare for time-based tariff journey,

2) with a ticket that is invalid on the given route or with an expired ticket,

3) with an unpunched paper ticket or a paper ticket with illegible punch marks, subject to Art. 3(6)(11) and Art. 8(10)),

4) with a package ticket but failing to register the journey aboard a given vehicle,

5) with a user identifier, user number, payment card or personal account in the Transport GZM application belonging to another person,

6) with a ticket purchased, started or punched after the start of a ticket check on a given vehicle,

7) with a ticket that is not presented in the relevant mobile application (e.g. presented as a photo or screenshot from the application),

8) with a user identifier that is damaged in such a way that it cannot be read, except in cases where the inspector can positively verify the passenger's entitlements encoded in the Transport GZM system based on the user number,

9) with a "Metroticket 24h", if held by someone other than the person whose name is printed or written on the ticket,

10) with a voucher referred to in Art. 11(9)(c), if used by someone other than the person whose name is entered on the voucher, 

11) with a paper ticket punched more than once,

12) with a paper ticket damaged to the extent that its validity cannot be verified,

13) with a paper ticket bearing signs of tampering (e.g. chemical or mechanical),

14) with a ticket of a lower value than the fare required for the passenger's journey according to the Price List,

15) with a ticket from a carrier other than GZM, except for tickets listed in Art. 2(4),

16) with a ticket withdrawn from circulation, subject to Art. 13(3) and (4).

4. In the cases referred to in Sec. 3, the inspector shall collect the additional fee and the fare or issue a payment request. Confirmation of payment of the additional fee or a payment request shall replace the ticket and entitle the passenger to complete the journey on the given vehicle until the end of the given route.

5. The amount of the additional fee referred to in Sec. 3 shall be specified in the Price List. Subject to sec. 6, the Price List shall also provide for a reduction in the additional fee in the following cases:

1) if it is paid to the inspector on the spot,

2) if it is paid within 14 days from the date of charging,

3) if a journey without a valid transport document took place within 3 days from the end of validity of the last registered ticket; in this case, fee reduction shall be conditional on the continuous holding of registered long-term tickets. "Continuous holding" shall be construed as a situation where, in the last 6 months from the date of imposing an additional fee, the total validity period of such tickets was at least 170 days,

4) if a passenger with a single-use/short-term "20 minutes" "40 minutes" or "90 minutes" ticket has travelled for longer than the time specified in the Tariff, provided that the maximum exceeded time is no more than 10% of the ticket's validity time, i.e. 2, 4 or 9 minutes, respectively; in such a case, the inspector shall make an appropriate note on the confirmation of the additional fee,

5) if, within 14 days from the date of issuing the additional fee, the passenger purchases a "Network 180" ticket for their verified personal account in the Transport GZM system, which is valid from the date of purchase.

6. The additional fee referred to in Sec. 5(3)-(5) shall be reduced if the passenger has no other outstanding obligations towards the ZTM in respect of unpaid additional fees and reports to a PSP within 14 days of the date of its charging to request a reduction in the additional fee and submits, together with the request, a confirmation of payment of the reduced fee or pays it on the spot at the PSP.

7. Passengers shall be charged an additional fee, as specified in the Price List, for causing an unjustified delay or rerouting of a means of transport.

8. The additional fee and carrier's fee shall be reimbursed, and in the case of a request for payment, remitted with a handling fee specified in the Price List, if the passenger, within 14 days from the date of charging the additional fee, documents that they held but could not produce the following during the journey:

1) a document confirming entitlement to free or reduced-fare travel,

2) a valid transport document, i.e.:

a) a user identifier with a personal account or a mobile application (including the Transport GZM application with a personal account), with a medium-term or long-term electronic ticket purchased before the start of the ticket check, which was valid as of the date or date and time of the check for travel on the relevant vehicle,

b) a paper "Metroticket 24h" ticket purchased before the start of the ticket check, which was valid as of the date and time of the check and contained the passenger's name,

c) a ticket referred to in Art. 2(4), which contained the passenger's first and last name, was valid as of the date and time of the check for travel on the relevant vehicle and was purchased before the check began.

9. Notwithstanding the procedure referred to in Sec. 8, a passenger may lodge a complaint against a payment request under separate regulations. Lodging a complaint shall not suspend the deadlines for payment of the additional fee and of the carrier's fee. Payment of the amount due by the passenger shall not suspend the processing of the complaint. No complaint about the additional fee shall be considered if three months have elapsed from the date of issue of the additional fee to the time of the complaint.

10. The additional fee and carrier's fee shall be reimbursed and, in the case of a payment request, remitted if the investigation establishes that the inability to punch the ticket or its illegible or erroneous punch marks were caused by a malfunction of the vehicle's on-board equipment or of the mobile application (this shall not apply to a malfunction of the passenger's devices).

IV. Free and reduced-fare journeys

3. The entitlements listed in Sec. 1, lines 4-8, and Sec. 2, lines 2-9, shall be granted exclusively to citizens of the European Union and members of their families, based on EU member states' documents confirming these entitlements, if presented together with a travel document or other valid document (containing a photograph) confirming their identity and citizenship. Apart from European Union citizens, the above entitlements shall also be granted to other persons based on Polish-issued documents confirming their entitlements.

4. The GZM Management Board may grant the entitlements referred to in Sec. 1, line 3, to children with places of residence/registered places of residence in municipalities outside the GZM under agreements or arrangements concluded between the GZM and the relevant municipalities.

5. The entitlements referred to in Sec. 1 lines 3-8 and 10 and in Sec. 2 may be encoded in the Transport GZM system (by the user or at a PSP upon presentation of documents entitling them to free or reduced-fare travel). Where a document has a specific expiry date or if the given person's status results in a time limit on their entitlement to free or reduced-fare travel, the entitlement shall be encoded for that period only. If the user has independently encoded their entitlement in the GZM Transport system, they must carry a document entitling them to free or reduced-fare travel during their journey until their entitlement is verified at a PSP or by an inspector. For persons referred to in Sec. 4, discounts may only be encoded at PSPs.

6. Where the document entitling to free or reduced-fare travel does not contain a photograph of the entitled person, the passenger must also have a photo ID document to identify themselves during the journey.

7. Requests for discounts by way of reimbursement of part of the amount due for a previously purchased normal ticket and exchange of a normal ticket for a reduced-fare one shall not be considered.

8. During the journey, passengers may benefit from only one discount.

V. Price List
 Art. 10

1. The ticket prices given in the Price List shall be gross prices and shall include the value-added tax.

2. Based on a separate Order, the ZTM Director may introduce the following exceptions for no longer than 6 months:

1) changing the scope or suspending the validity of specific tickets, introducing promotional prices, changing the effective date and duration of special offers (including promotional prices),

2) changing the form of ticket issue or expanding the distribution channels for specific ticket types. Rules on the validity and use of tickets and ticket checks shall apply accordingly.

3. The list of stops and lines for which exceptions to ticket validity or deviations from the rule of increasing fares after crossing the administrative border of the municipality (the so-called "zone and fare exceptions") are permitted, as well as detailed rules for their application, shall be regulated by a separate Order of the ZTM Director.

4. Some changes may be made to the validity of certain tickets or the mutual acceptance of tickets issued by other public transport operators or railway companies due to railway repairs, other long-term changes to traffic organisation or sustainable mobility initiatives. A list of deviations from the Price List and detailed rules for their validity is provided in Appendix 1 to this Tariff.

5. Other deviations shall require a separate resolution of the GZM Management Board.

a) Subject to item b, entitlements may only be purchased for the carriage of participants of events involving at least 50 persons, for whom the organiser shall purchase the relevant entitlement.

b) It shall be possible to purchase entitlements for participants in a recurring event in such a way that the event attendance is determined by adding up all the participants in the recurring event covered by one agreement. A "recurring event" shall be construed as a series of at least four events in one calendar year, taking place at fixed intervals according to a schedule, covered by a single agreement referred to in item f, which are organised by the same organiser at the same venue or along the same route.

c) Entitlements may be based on the following established documents:

 - a document entitling the holder to participate in the event, or

 - a voucher issued by the GZM/ZTM.

d) When using the voucher referred to in item c, the amounts for the offers indicated above shall be increased by 100%.

e) It is possible to purchase an entitlement valid for up to 12 hours. Where this is the case, the value of the entitlement shall be 50% of the price for 1 day, subject to item d.

f) Any matters referred to in items a-e shall be included and defined in the agreement between the event organiser and the ZTM or in a relevant resolution of the GZM Management Board.

2. The additional fees charged under Sec. 1, lines 1-7, shall be increased by the carrier's fee corresponding to the price of a standard or reduced-fare (where the passenger is entitled to it) single-use/short-term paper ticket referred to in Art. 11(1), line 1.

VI. Final provisions
 Art. 13

1. This Tariff, together with the Resolution adopting it and the Orders referred to in Art. 6(5) and Art. 10(2) and (3), shall be published in the ZTM Public Information Bulletin and posted at PSPs. Further, the text of this Tariff together with the Resolution adopting it shall be available in an electronic form at transportgzm.pl and in selected ticket machines where the full range of tickets is available.

2. Extracts from this Tariff shall be prepared and made available to the public by displaying them in vehicles.

3. Where the prices of paper tickets issued by ZTM are increased, passengers may continue to use tickets with the previous nominal values for two weeks, per the rules set out in the Tariff valid on the date of punching the ticket, and after that time, for one year from the date the change comes into force, along with a supplementary ticket for the amount specified in the current Price List. Where the prices of paper tickets issued by the ZTM are reduced, tickets with the previous nominal values may be used indefinitely, subject to the rules set out in the Tariff in force on the date of punching the ticket.

Where there is a change in the names of paper tickets issued by the ZTM, it shall be allowed to use tickets with existing names, under the rules set out in the Tariff in force on the day of punching the ticket, for a period of one year from the day the change comes into force, subject to Sec. 3.

Appendix 1 — List of Deviations From the Price List

1. A Price List deviation is hereby established, whereby tickets issued by KŚ and POLREGIO shall be accepted on Transport GZM vehicles due to the prolonged reconstruction of the railway junction in Katowice. Passengers with tickets issued by KŚ or POLREGIO, in accordance with their validity period and scope of validity, may travel on Transport GZM vehicles provided that:

a) the travel route specified on the ticket includes only the area covered by the transport changes resulting from the reconstruction of the Katowice railway junction;

b) it is a non-route-specific ticket (e.g. network ticket, tourist ticket, REGIOkarnet);

c) it is a ticket issued for a journey on a train operated by KŚ or POLREGIO on a shortened route, i.e. from/to a station affected by a shortening of train routes, per the current list of train route changes available on the KŚ or POLREGIO websites.

2. A Price List deviation is hereby established, whereby free journeys shall be offered on replacement lines launched due to the closure of the footbridge between Pośpiecha and Pukowca Streets in Katowice (Line Z-7) and the closure of the flyover along Dobrego Urobku Street in Katowice (Line Z-38).

3. Long-term tickets (except for R-1 tickets) shall entitle their holders, during their validity in the course of the pilot programme, to travel on night services organised by the municipality of Sosnowiec and Sosnowiecka Sieć Szerokopasmowa sp. z o.o. During journeys on the night services, the carrier's Travel Regulations shall apply, which set out the detailed conditions for passenger service, check-in and carriage of passengers.
